NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup”, provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services to all Federal agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. Over more than 30 years SEWP has expanded its scope to meet customer demand, and today the program supports more than 50,000 orders a year.

Fair Opportunity
FAR 16.505(b)(1) provides that each contract holder shall be given a fair opportunity to be considered for each order exceeding the micro-purchase threshold issued under a multiple-award contract. The method of providing fair opportunity is at the discretion of the Contracting Officer, who documents the rationale for placement and price of each order.
The SEWP online SEWP Quote Request Tool (QRT) is the recommended method for satisfying and documenting fair opportunity. The QRT automatically includes the contract holders within a selected Group or based on a suggested source, and produces the decision documentation the Contracting Officer retains in the order file. How to Obtain a Quote
Use the SEWP Quote Request Tool (QRT) first, contact Zayo for pre-quote assistance
1. Identify the requirement
Define the agency need, locations, service requirements, period of performance, and any technical or security constraints.
2. Request Zayo assistance
For questions, scope guidance, or pre-quote assistance, contact Zayo.
3. Submit an RFQ
Use the NASA SEWP Quote Request Tool (QRT) to issue the request to the applicable Category B contract holders.
Direct Zayo Assistance
Zayo can assist agencies with understanding its eligible Category B service offerings, scoping a network requirement, and preparing a quote request. Direct contact does not replace the agency’s Fair Opportunity responsibilities under the applicable acquisition rules.
Agency checklist before issuing an order

Confirm the requirement is within the SEWP VI scope and applicable Category B service areas.
- Conduct market research and follow the ordering agency’s Fair Opportunity procedures.
- Use the SEWP QRT to issue the RFQ as appropriate and evaluate responses for best value.
